Combine all the marinade ingredients in a large bowl. Add in the fish and toss to coat everything. Cover and refrigerate and let it marinade for at least 1 hour or overnight is great too
Remove the fish from the marinade. Preheat a large non-stick pan over high heat. Add in about 1 Tbsp of oil. Add in onion, dill, and green onions and saute until the onions are soft, about 3 minutes, season with soy sauce and sugar and tip over to a serving platter
Return the pan back to high heat. Add in 2 Tbsp of oil. Gently arrange the fish on the pan and let it sear for about 3 minutes and use a spatula to turn over and cook for another minute until the fish is cooked through and flake easily. Remoe and arrange on top of the onion. Repeat with the rest of the fish. Garnish with the dill and roasted peanuts. Have a squeeze of lemon juice over it and tuck in
